Joe Bucher is CORE’s Vice President of Technology, where he leads the design and implementation of innovative technology solutions that enhance disaster response strategies and support relief efforts. Joe excels in fast-paced, high-pressure environments, using technology to coordinate emergency responses, deliver critical information, and drive recovery efforts. At CORE, Joe is involved with defining, leading, and executing the information management and technology strategies for CORE to support our mission and enhance organizational efficiency. Joe’s team is committed to ensuring that the technology resources for both CORE are efficient, reliable, user-friendly, and cost-effective. They also focus on maintaining data privacy, security, and compliance to ensure the continuity and integrity of our systems. 

 

Joe’s leadership and technical expertise have been instrumental in developing Relief Compass, a cutting-edge, web-based app that allows those impacted by disaster to locate critical supplies, while strategically streamlining relief efforts among emergency response actors. In addition to promoting Relief Compass among leaders in the multiple sectors, Joe has supported teams on the ground using the technology to coordinate distributions during major emergencies including Hurricane Helene, Rio Grande do Sul floods, and the Maui wildfires.  

 

Prior to joining CORE, Joseph spent 18 years in key roles where he integrated technology into healthcare systems to improve patient care, streamline operations, and strengthen healthcare infrastructure. His expertise bridges the worlds of disaster response and healthcare, allowing him to lead in dynamic, high-stakes situations. Joe holds a Bachelor’s degree in Management of Computer Information Systems and a Master’s degree in Business and Data Analytics from Park University. 

My passion for improving communities, both in times of disaster and through long-term healthcare solutions, has guided my career choices. At CORE, I’ve focused on enhancing information technology systems to better deploy resources globally during disasters, while continuously refining our approach based on lessons learned from past deployments.
